Impact Award: Dr. William P. Mullaney
Dr. William P. Mullaney became the ninth president of º¬Ðß²ÝÊÓÆµ (º¬Ðß²ÝÊÓÆµ) in June 2025, bringing with him a proven track record of expanding access. advancing student success and driving workforce innovation within and outside the SUNY system. Prior to joining º¬Ðß²ÝÊÓÆµ, Dr. Mullaney served as the seventh president of SUNY Corning Community College (CCC) after serving as the Vice President of Academic Affairs at Bergen Community College in New Jersey and the Dean of Arts and Sciences at Chandler-Gilbert Community College in Arizona.
Dr. Mullaney’s nearly three decades of service at community colleges began as English faculty member, and he credits his time in the classroom as integral to his leadership philosophy. His path to the presidency would not have been possible without the inspiration of students, the camaraderie of colleagues, the wisdom of mentors and the love of his family.
A first-generation college student and native New Yorker, Dr. Mullaney holds a Doctor of Philosophy in English from Tulane University, a Master of Arts in Literature from the University of California, San Diego, and a Bachelor of Arts in English from the University of Virginia.
Community Advocate Award: Peggy Zugibe
Peggy Zugibe is a distinguished educational leader and community advocate whose decades of public service have strengthened schools, expanded opportunities for students, and advanced the quality of life throughout Rockland County and New York State.
Since 1993, Mrs. Zugibe has been a member of the North Rockland Board of Education, dedicating more than three decades to championing educational excellence and student success. She has served on the Rockland BOCES Board of Education since 2008, representing the North Rockland Central School District and helping guide innovative educational and workforce development initiatives that benefit students across the county.
Mrs. Zugibe has long been a key figure in educational advocacy, serving as chair of the Hudson-Long Island Coalition for Responsible Funding of Education and holding positions in the Lower Hudson Education Coalition, the Mid-Hudson School Study Council, and currently as Treasurer of the Rockland County School Boards Association. In these roles, she has become a prominent advocate for public education, promoting equitable funding, student success, and robust collaborations between schools and their communities.
Recognizing the vital link between education and economic development, Mrs. Zugibe has been a member of the Rockland County Industrial Development Agency (IDA) since 2015, contributing to efforts that foster business growth, job creation, and economic vitality in Rockland County.
Through her unwavering commitment to education, civic engagement, and community advancement, Peggy Zugibe has had an enduring impact on generations of students and families. The º¬Ðß²ÝÊÓÆµ Foundation is proud to honor her as a 2026 Champions of Change Honoree for her extraordinary leadership, service, and dedication to creating opportunities and positive change throughout Rockland County and beyond.
